Sino-Russia signed a Joint Statement of the Compatibility and Interoperability Cooperation of Beidou and Glonass system
(Beidou Government Website) On May 8th, 2015, under the witness of China President Xi Jinping and Russian federation President Vladimir Putin, on behalf of two countries, China Satellite Navigation System Committee Chairman Wang Li and Russian Federal Space Agency Chief Igor Komarov signed the “China’s Beidou system and Russian Glonass system Compatibility and Interoperability Cooperation Joint Statement”. It indicates that the navigation cooperation between China and Russia entered into a new stage. The two sides will continue to strengthen the compatibility and interoperability cooperation between Beidou and Glonass system, which promote the common development of two systems, so as to provide a better and more reliable satellite navigation service.
The compatibility and interoperability among satellite navigation systems is the world development trend. The compatibility mainly refers to multiple satellite navigation system use independently or together, without any unacceptable interference and damage for any single system; Interoperability mainly refers to the use of multiple satellite navigation systems and their services. Users can gain a better service from multiple systems than one. As the global satellite navigation systems develop into the era of multiple system coexist, compatibility and interoperability between systems can enable users enjoy more than one system services on single terminal without dramatically increase terminal devices’ technical complexity and cost. What is Sattelite Navigation ? SatNAV?
A satellite navigation or satnav system is a system of satellites that provide autonomous geo-spatial positioning with global coverage. It allows small electronic receivers to determine their location (longitude,latitude, and altitude) to high precision (within a few metres) using time signals transmitted along a line of sightby radio from satellites. The signals also allow the electronic receivers to calculate the current local time to high precision, which allows time synchronisation. A satellite navigation system with global coverage may be termed a global navigation satellite system (GNSS).
As of April 2013, only the United States NAVSTAR Global Positioning System (GPS) and the Russian GLONASSare global operational GNSSs. China is in the process of expanding its regional BeiDou Navigation Satellite System into the global Compass navigation system by 2020.[1] The European Union's Galileo is a GNSS in initial deployment phase, scheduled to be fully operational by 2020 at the earliest.,[2] India has a regional satellite-based augmentation system, GAGAN, enhancing the accuracy of GPS and GLONASS positions. France and Japan are in the process of developing regional navigation systems.
Global coverage for each system is generally achieved by a satellite constellation of 20–30 medium Earth orbit (MEO) satellites spread between several orbital planes. The U.S. government and the 28-nation European Union have been circling each other for years on this subject, with the U.S. on the lookout for any European breach of U.S.-EU agreements on non-discrimination between the U.S. GPS and European Galileo positioning, navigation and timing networks.
The United States and Europe are party to World Trade Organization agreements barring technical barriers to trade in each other’s goods, and on rules governing government procurement practices.
China and Russia are not party to these agreements.
In an address here to the Paris Space Week conference, organized by ASTech Paris Region and Proximum Group, the Chinese official said China’s early deployment of satellite navigation terminals for precision agriculture already feature multimode GPS-Beidou receivers.
Asked whether that would continue as Beidou expands from its current regional focus, Chen Zhi, deputy chief designer of the China Aerospace Science and Industry Corp., said chipsets would receive Europe’s Galileo and Russia’s Glonass signals as well.
Beidou currently operates with 14 in-orbit satellites and covers the whole of China and the surrounding region. The full constellation is designed to comprise 35 satellites – five in geostationary orbit 36,000 kilometers over the equator, three in inclined-geostationary orbit and 27 in medium Earth orbit.

Europe’s Galileo constellation has only begun deployment but is also expected to reach fully global operational status by the end of this decade.
GPS and Russia’s Glonass are the only global constellations in operation for now.

A rocket carrying the satellites was launched from the Xichang Satellite Launch Centre in southwestern Sichuan province 1229 GMT (8:29pm, Singapore time), the official Xinhua news agency said. The satellites are the 18th and 19th launched by China as it develops its domestic navigation system Beidou, or Compass. They take the total number launched this year to three.

China adds 2 satellites to beef-up GPS to rival US's network
Launched from the Xichang Satellite Launch Center in the China's southwestern Sichuan Province, the two satellites were the 18th and 19th for the Beidou Navigation Satellite system, China's homegrown navigation system. They were sent into their present orbits by a Long March- 3B/Expedition-1 carrier rocket 3.5 hours after the launch, the center said.
Expedition-1, or Yuanzheng-1, is an independent aircraft installed on the carrier rocket with the ability of sending one or more spacecraft into different orbits in space, state- run Xinhua news agency said.
